A New Chapter for DHS Science and Technology

Pedro M. Allende, Under Secretary for Science and Technology

I am honored to have been confirmed as the Under Secretary for Science and Technology at the Department of Homeland Security (DHS). Those who understand the scope and gravity of the DHS mission recognize that the Science and Technology Directorate (S&T) is the primary engine driving the research, development, test, and evaluation (RDT&E) necessary for the resilience and security of our nation.

In my first few days at S&T, I have confirmed my deep appreciation for the exceptional talent and steadfast commitment demonstrated by this team. The Directorate’s work, creativity, and ability to navigate complex challenges and deliver crucial, impactful solutions to our frontline operators executing high-priority Departmental and Administration missions is nothing short of impressive.

Experience Ready for the Challenge

My experience in the private sector and in public service spanning both federal and state government—including prior service here at DHS as the Deputy Assistant Secretary for Infrastructure, Risk, and Resilience Policy—has provided me with perspective to engage on the critical intersection of technology and complex operational needs.

I look forward to diving in, learning, and am committed to leveraging my experience to ensure S&T continues to deliver innovative technological solutions that will strengthen our borders, protect our critical infrastructure, and enhance the capabilities of our DHS Components.

Looking Ahead to 2026 and Beyond

The accelerating pace of technological change and the inherent complexity of threats to our nation demand that S&T not merely keep pace, but lead. Our mission is not theoretical. It is about delivering practical capabilities and operational solutions that save lives and ensure the security of our way of life.

We are already embarking on ambitious new mandates, including the establishment of two new Program Executive Offices focused on safeguarding our skies and revolutionizing emergency response power capabilities. Major national events on the horizon, such as the FIFA World Cup and America250 celebrations, are critical showcases that will test the full breadth of our technological expertise.

Team S&T

I am excited to step into the role of S&T’s champion-in-chief, ensuring we continue to foster a culture of intellectual curiosity, rigorous excellence, and unwavering mission-driven focus. Together, we will ensure that DHS remains at the forefront of technological advancements, making our nation safer and significantly more resilient against emerging threats. With our combined effort, we will fight to stay at least one step ahead of the threats to the homeland—and ideally many steps ahead.

It feels right to be commencing my journey at the start of a new year with a fresh vision, a clear mission, and forging new relationships with each and every member of the S&T team and our partners at DHS and elsewhere. The future of homeland security is being decisively shaped right here, right now, within S&T, and I can’t wait to roll up my sleeves and get to work.
